President Mnangagwa published a Statutory Instrument, the Presidential Powers (Temporary Measures) (Amendment of Reserve Bank of Zimbabwe Act and Finance Act) Regulations, 2022 [SI 189 of 2022], which requires miners to pay royalties partly in kind, partly in foreign currency and partly in local currency.

The government of Zimbabwe agreed in May 2022 to further suspend the implementation of the 5% export tax on un-beneficiated (un-processed) platinum. The export tax was originally to be implemented in 2015 at a rate of 15% but was subsequently reduced to 5% and suspended multiple times, with the latest suspension to 2022.
