The comprehensive “Devolution and Decentralisation Policy” is now out, fleshing out the constitutional requirements and spelling out strategies for the successful implementation of the national agenda to promote development across the country’s 10 provinces. The policy document details the implementation framework, local government structures, devolved functions, citizen participation, devolution and Vision 2030. It also covers financing resources, role clarity and devolved service delivery, staffing for the devolved mandates, and financial and administrative capacity among other key deliverables.

Mashonaland East Province is using the money it received under devolution funds to establish a tomato processing factory at Tabudirira Training Centre in Mutoko, which will be used for the value addition of tomatoes into tomato sauce, puree and paste, Mashonaland East Provincial Affairs and Devolution Minister Senator Apollonia Munzverengwi has said.

The factory, which is expected to contribute to the province’s Gross Domestic Product, will benefit horticulture farmers in the province.

Devolution has started bearing fruit, with the implementation of an assortment of projects, from dams, roads and clinics to schools and police bases, among others, transforming the countryside. Development projects have been rolled out countrywide as provinces use $2,93 billion set aside for devolution in the 2020 National Budget.

Preparations for the devolution within the midlands province

The Midlands Province is working on establishing its net worth, as devolution implementation gathers momentum. This comes as provincial councils and local authorities have been directed to craft development programmes that inform their expenditures to be funded through Intergovernmental Fiscal Transfers.

Devolution is not just good economics but is also clearly directed by the Constitution. Business Weekly, a news publication under media group Zimpapers, will be rolling out provincial devolution roadshows starting with Midlands today to help unpack Government’s decentralisation concept, close information gaps and facilitate stakeholder participation and contribute towards effective implementation of the national programme.

Commencement of Devolution in Masvingo

Masvingo Provincial Affairs Minister Ezra Chadzamira says the devolution crusade is on track and a number of programmes are being implemented despite delays in crafting the much-awaited Bill. Parliament is yet to craft the Devolution Bill despite it getting a nod from President Mnangagwa and Cabinet.

Provinces receive devolution funds

GOVERNMENT’S devolution agenda has taken off in earnest, as provinces begin to utilise development funds under the $310 million facility set aside by Treasury, with Finance and Economic Development Minister Professor Mthuli Ncube saying the amount will be increased in the next cycle. Government allocated the funds to be shared among the 10 provinces based on a number of factors such as poverty levels in all rural districts, quality of infrastructure and size of population.

President Mnangagwa has become the first President in the history of the country to assume the chairmanship of two Cabinet committees 1. Finance and Economic Affairs and 2. Devolution, because he wants to pay more attention to the two sectors that are close to his heart, a Cabinet minister revealed, Addressing the Mashonaland West Devolution and Business Conference in Chinhoyi, Local Government, Public Works and National Housing Minister July Moyo said President Mnangagwa re-organised Cabinet so that he can drive the devolution concept. He said under devolution, Government is this year fighting marginalisation and pushing development in marginalised communities.
