Binga Rural District Council this year received $12.15 million in devolution funds to kickstart development projects. The received funds have been channeled towards the implementation of major capital projects which include the construction of staff houses at Sinamunsanga, Zambezi, and Malaliya clinics and Chipondo Primary School. Other projects which have been facilitated through devolution funds also include sewer reticulation and dumpsite fencing. The Emergency Road Rehabilitation Programme (ERRP) has resulted in the council doing a number of roads which include Nsungwale, Siansundu Business Centre, and Nakaluba.

The Ministry of Local Government and Public Works granted Mvuma town status, making the gold mining centre the fourth town in the Midlands Province. Mvuma which is under Chirumanzu Rural District Council becomes a town ahead of a US$1 billion iron ore mining project being put in place by Tsingshan Holdings in Manhize near the town.

The comprehensive “Devolution and Decentralisation Policy” is now out, fleshing out the constitutional requirements and spelling out strategies for the successful implementation of the national agenda to promote development across the country’s 10 provinces. The policy document details the implementation framework, local government structures, devolved functions, citizen participation, devolution and Vision 2030. It also covers financing resources, role clarity and devolved service delivery, staffing for the devolved mandates, and financial and administrative capacity among other key deliverables.

Mashonaland East Province is using the money it received under devolution funds to establish a tomato processing factory at Tabudirira Training Centre in Mutoko, which will be used for the value addition of tomatoes into tomato sauce, puree and paste, Mashonaland East Provincial Affairs and Devolution Minister Senator Apollonia Munzverengwi has said.

The factory, which is expected to contribute to the province’s Gross Domestic Product, will benefit horticulture farmers in the province.

GOVERNMENT’S devolution agenda has taken off in earnest, as provinces begin to utilise development funds under the $310 million facility set aside by Treasury, with Finance and Economic Development Minister Professor Mthuli Ncube saying the amount will be increased in the next cycle. Government allocated the funds to be shared among the 10 provinces based on a number of factors such as poverty levels in all rural districts, quality of infrastructure and size of population.

President Mnangagwa has become the first President in the history of the country to assume the chairmanship of two Cabinet committees 1. Finance and Economic Affairs and 2. Devolution, because he wants to pay more attention to the two sectors that are close to his heart, a Cabinet minister revealed, Addressing the Mashonaland West Devolution and Business Conference in Chinhoyi, Local Government, Public Works and National Housing Minister July Moyo said President Mnangagwa re-organised Cabinet so that he can drive the devolution concept. He said under devolution, Government is this year fighting marginalisation and pushing development in marginalised communities.
