The government exceeded its target of availing empowerment opportunities to youths in all sectors of the Economy from 20000 to 1,1 million. The massive increase was attributed to enhanced entrepreneurship training, access to business loans through the Empower Bank and business management traing conducted by the Zimbabwe Youth Council.

President Emmerson Mnangagwa has launched the Presidential Youths Skills Development Centre's (PIYSDC) for the country's 10 provinces which will create recruitment for over 5000 youths at each canter annually. Under the Provincial Integrated Youths Skills Development Centre's, 500 hectares of land will be dedicated to youth projects as directed by the President.

Under the Presidential Community Fisheries Scheme launched on 13 May 2021, about 50 000 tilapia fingerlings were released into #MuchekeranwaDam for the benefit of communities surrounding the dam in Marondera and Makoni districts. The Scheme is targeted at the youth, women and other vulnerable groups. It will : a) provide nutritional security for the communities. b) create employment for vulnerable groups. c) generate revenue for the community and Provincial economies of Manicaland and Mash East
